What is a Capital Project?

Major Capital Projects are all projects over $1M; Board of Trustees' approval is required. 吃瓜大本营 Policy: Establishment and Approval of Major Capital Projects 听OPER 9.10.011

Minor Capital Projects include all work over $5,000 and under $1M plus specific instances as outlined in the CPR Instructions document below. 吃瓜大本营 Policy: Facility Maintenance, Operations Management, and Minor Capital Projects OPER 9.10.012

General Maintenance requests under $5,000 can be requested from , 吃瓜大本营's work order request system. Small requests include building repairs, keys and locks, hanging items, sign fabrication, some furniture fabrications, small painting requests.

About Capital Projects

The Capital Projects team includes Project Managers, University Architects, Space Management Analysts, Campus Planning, and Sustainability and Energy Management professionals. Together, we guide campus projects from concept to completion.听

Our Project Managers partner with departments to align project needs and budget with University requirements outlined in the Denver Advantage Plan. The Capital Projects team supports departmental requests by defining scope, aligning budgets, and preparing materials for Executive approval. We also develop cost estimates, select and mange consultants, oversee bidding, and administer contracts.听

Once a project is approved, our team monitors contractor performance and coordinates schedules, budgets, and project milestones, advocating for departments and ensuring successful delivery every step of the way.

Capital Project Request Process:

If your department has maximized it's space utilization, needs extensive maintenance or renovations over $5,000 work with your Business Officer to prepare project scope, budget, and goals.听

  • Step 1

    Before submitting a CPR, project requesters should contact the Capital Projects team at fac.capitalprojects@du.edu to schedule a meeting to review the project scope and to determine which project pathway should be followed.

  • Step 2

    If the project is determined to be viable, assistance in commpleting the Capital Project Request (CPR) form will be provided. Division Leadership and the Division Lead Budget Officer mist sigh the CPR form. The Project Start-up fee is committed with the form submission.听

  • Step 3

    A Project Manager will be assigned to your project and will schedule a meeting to confirm the necessary project details to prepare a preliminary budget and schedule. The Project Manager will cooordinate all project requirements through the design and construction process.

  • Capital Project Construction Process

    Requests are governed by a 10-phase construction process under the campus framework plan,听The Denver Advantage,听and the University's Capital Projects Policy. Projects Managers are assigned to incoming requests to ensure departments meet听all code and legal requirements. This process aligns department construction requests with Office of the Provost, to position space enhancement and construction requests for greatest impact on student success.

    Capital Projects are Developed in 10 Phases

    1. Capital Project Request Form Submission and Concept Development - Ensure general understanding of the proposal and inform administrators of the intent of a project sponsor.
    2. Feasibility Plan and Project Approval - Document in detail the concept developed in Phase I and develop the basic financial plan to provide thorough information for the approval group.
    3. Project Planning and Design - Describe the requirements of a proposed initiative in such a manner that a professional consultant could prepare a proper design.
    4. Architect Selection - Hire consultants necessary for the planning, design, and management of the capital construction project.
    5. Schematic Design - Develop the concept and basic framework for the design of the project.
    6. Design Development - Develop a rational plan to incorporate the program in a building form on the site.
    7. Construction Documents - Develop the construction plan, process and site/material specifications.
    8. Bidding and Negotiation - Review bids and negotiate terms with the general contractor to be hired.
    9. Construction - Build the building and complete the construction work.
    10. Warranty Period - Typically one year after completion, during which deficiencies are evaluated and addressed.
